The lights, actually, lighting from the Queen Victoria Place, but this illusion is created by mist in front of falls.

I was wondering how they got the lights and wiring underneath all of that falling water!

Actually, behind the falling water there is a pass way. At summer time people can get the tour and follow by that pass. I think, there is some kind of light there, but not good enough to make that kind of beauty.
